In order for you to create new users on your platform, the Users > Can create and Users > Can edit permissions must be enabled on your account.

👌 Resolution/Answer
- Navigate to
Distribution>External groups - Find the external group with the search bar, or browse the list
- Open the external group and go to the
Userstab - Click
Invitein the upper right corner - Choose the external group from the dropdown
