In order for you to create a new project, the Projects > Can create permission must be enabled on your account.

Library>Projects

Newat the top right -
Fill in the project details

Project name(required) -
Description(optional) -
Project type-
Invite only: only invited users can access the project -
Public: every user with access to Projects can see it
