Can I see a consolidated view of all active (live) ingests simultaneously?

In order for you to access the Live section, the Live > Can view stream permission should be enabled on your account.

Yes, you can access the Mosaic view by clicking the Mosaic button in the bottom-right corner of the Stream tab.
- The icon will only appear when at least one stream is actively being ingested.
