Can Copy to Local be enabled for account types other than Admin?

• Hello All, the file "copy to local" function which appears as "sync to local" is this an admin only function or is it assignable within rights? If so what field setting do I need to enable?
• What permissions need to be enabled for the Copy to Local function?

• Yes, account types other than Admin can also have access to Copy to Local. To enable this, turn on permissions Media Library > Can view page and Can download in the account type you want to give access to
